Use this section order:
Write primarily for planning and execution clarity. Keep the main sections business-facing; use Technical Notes only for implementation details that help sequencing or scoping.
Do not repeat the same business intent in every section. Each section has one job — state the outcome, explain why, list observable criteria, note blockers, or describe implementation constraints. Do not restate the background in the summary or repeat the AC in technical notes.
