Skill Portfolio Improvement Plan

Problem Description

An engineering organization has accumulated 40 SKILL.md files across three internal tool repositories over the past year. A quarterly review flagged that many of these skills score poorly on completeness and actionability. The team has been asked to raise the average skill score to at least 80% across the portfolio.

You have been asked to create a plan for improving the skill portfolio. The improvements will touch all 40 files across multiple repositories and will eventually be submitted as pull requests to each repo. Produce a plan document that describes the recommended approach, tooling, and workflow for accomplishing this at scale.

Output Specification

Produce portfolio_improvement_plan.md describing:

• The recommended approach and tooling for batch skill optimization across multiple repositories
• A workflow for how to execute the improvements (step by step)
• Any caveats or tradeoffs to be aware of
