Java Quality Gate — Pre-Commit Rule
Before running git add or git commit on any .java files, you MUST first run the java-quality-gate skill.
- If issues are found, report them and offer to fix before proceeding.
- Do NOT stage or commit Java files until the quality gate passes.
- If the user explicitly overrides, warn but allow.
