Outsider-authored free text from the public arXiv API (public web content) is fetched at runtime by `scripts/arxiv_search.py` and its readable Atom fields—especially `title` and `abstract` (Phase 2 output)—are then passed into subagents for extraction, so the LLM context can include outsider paper text.
