Before writing each section, check overlap with prior-phase artifacts; replace restatement of framing/context with a one-line citation block that quotes the key claim and links to the source; NEW content (this phase's decisions, requirements, findings) gets the words. Consolidates the per-agent DEDUP PASS into one reusable skill. Targets ~30–40% average text reduction with zero loss of decisions or reasoning.
