Generate the static dashboard HTML (idempotent, never fails)

Usage: ./generate-dashboard-safe.ps1 [project-path]

Replaces ensure-dashboard.ps1 — no process management, no pidfiles, no ports.

Just generates .specify/dashboard.html and optionally opens it.
