Includes a budget-authoring reference: per-route LCP/INP/CLS thresholds by traffic class (cached / dynamic / api-heavy / form-heavy / media-heavy) via `assertMatrix`, plus `budget.json` resource-size caps (JS / CSS / images / total bytes).
