Uses Stripe Billing test clocks (POST /v1/test_helpers/test_clocks) to time-travel through billing cycles without calendar delay. Distinct from stripe-test-cards-and-webhooks (one-time PaymentIntents) and payment-webhook-replay (idempotency + replay robustness).
