Maps who the brand is trying to reach and what community they belong to — the two halves of understanding an audience before any creator is selected. It runs in two modes against one shared inputs set:

Tier 1 can always produce the intake, hypothesis frame, and exact research plan. Factual demographics, psychographics, behavior, platform usage, community size/growth, culture/language, current content patterns, and key voices require dated user/first-party/public/live evidence for the claimed geography and window. Without it, mark the affected branch NEEDS_INPUT; do not fill it from general knowledge. Connectors can supply that evidence:

Scope guard: this skill maps the audience and community; it does not find or contract creators. influencer-discovery builds the evidenced candidate pool. fit-scorer produces the typed S1–S10 Suitability read and may surface potential STAR-S2/STAR-S6 control evidence, but it does not own a veto, cap, or final verdict. creator-content-auditor is the sole STAR gate owner for STAR-S2, STAR-S6, and STAR-T3, all caps, and the final verdict. The Brand Fit Score X/25 is only a community-entry assessment, not STAR S or SQS. When the goal is the brand's own organic presence, hand execution to participation-warmup-planner.
