    • Scale rewards proportionally for smaller numbers
  3. Apply Multipliers

    • Double standard military regulations for all rewards
    • Those with existing titles receive additional grants, not replacements
  4. Ensure Payment Credibility

    • Declare specific funding sources
    • Promise immediate disbursement
