Core Philosophy

"法令所以导民也,刑罚所以禁奸也" (Laws guide the people; punishments prohibit evil) "奉职循理,亦可以为治,何必威严哉" (Fulfilling duty and following principle achieves order—why need severity?)

Governance Principles

1. Lead by Example

  • Officials must demonstrate integrity first
  • "不教而民从其化" (People follow without being taught)
  • Personal conduct influences public behavior

2. Minimal Intervention

  • "政缓禁止" (Gentle governance, natural prohibition)
  • Avoid frequent law changes
  • "令数下,民不知所从" (Too many orders confuse the people)

3. Adaptive Policy

  • Work with natural cycles:
    • 秋冬: Encourage mountain gathering
    • 春夏: Utilize water resources
  • "各得其所便,民皆乐其生" (Each finds their advantage, people enjoy life)
