New Ruler Governance Method

Overview

Based on the Duke of Zhou's advice to Kang Shu when establishing rule over the former Shang territories, this method provides a framework for new rulers to establish legitimate and effective governance.

Core Principles

Step 1: Seek Local Wisdom

  • Identify wise and virtuous elders among the conquered/former people
  • Ask them about:
    • Why their former state prospered
    • Why their former state declined and fell
  • Learn from their historical experience

Step 2: Understand Causes of Downfall

  • Study the specific failures of the previous ruler
  • Example: The Shang fell due to:
    • Excessive indulgence in wine
    • Listening to women's counsel over wise advisors
    • Moral corruption beginning with these vices

Step 3: Practice Benevolent Rule

  • Prioritize loving the people (务爱民)
  • Harmonize and unite the population
  • Avoid the vices that destroyed the previous regime

Step 4: Establish Legal Framework

  • Create clear guidelines and instructions
  • Document principles in accessible form
  • Example: The Kang Gao (康诰), Wine Gao (酒诰), and Zicai (梓材) documents

Step 5: Appoint Virtuous Officials

  • Select officials based on demonstrated virtue and capability
  • Example: Appointing those with "驯行" (good conduct) to key positions

Key Warnings

  • Do not dismiss the wisdom of the conquered people
  • Do not repeat the mistakes that caused their downfall
  • Do not neglect the welfare of the common people

Verification

  1. Confirm that local elders and wise figures from the conquered population were consulted about their former state's strengths and failures.
