A systematic approach to mobilizing military forces for a coordinated rebellion, as executed by Wu Wang Pi during the Seven States Rebellion.

Steps

1. Establish Command Structure

   • Designate supreme commander (Wu Wang led personally at age 62)
   • Appoint youngest eligible family members to frontline positions (age 14)

2. Define Mobilization Parameters

   • Set upper age limit (matching commander's age)
   • Set lower age limit (matching youngest participant)
   • All men within range are subject to conscription

3. Coordinate with Allied Forces

   • Send envoys to allied states (Minyue, Dongyue)
   • Request troop contributions and coordination

4. Issue Proclamations

   • Distribute written declarations to all allied princes
   • State grievances and justification for action

   • All rewards double standard military regulations

6. Secure Financial Resources

   • Declare availability of funds across the realm
   • Promise immediate payment for services
