The Core Question

When resources are limited, which target should be prioritized?

Framework Application: Conquer Distant vs. Nearby

Option A: Attack the Prestigious Target

Arguments for:

  • Greater fame and legitimacy
  • Control of symbolic resources (e.g., nine tripods, maps, archives)
  • Ability to command in name of authority

Risks:

  • May unite enemies against you
  • Could be seen as illegitimate aggression
  • Might provoke intervention from other powers

Option B: Attack the Practical Target

Arguments for:

  • Easier to achieve
  • Expands territory and resources

  3. Apply the key insight test: does the chosen strategy 务广其地 (expand territory), 务富其民 (enrich the people), or 务博其德 (cultivate virtue) — and is that the correct priority for the current situation?
