Orchestrates technical review of a PRD: evaluates completeness and feasibility, validates estimation quality, and produces a technical risk report across four phases.
Audit the PRD for completeness, testability, and clarity using the checklist below:
Completeness
Testability
Clarity
Gate check — PRD Completeness: If >2 items unchecked in any category → halt, return a structured gap list, request PRD revision, and await the revised PRD before continuing to Phase 2.
For each functional and non-functional requirement, evaluate:
Assign each concern a severity level:
Gate check — Feasibility: If any High-severity concern is found → flag it explicitly with the blocker and recommend: (a) revise the PRD, (b) reduce scope, or (c) proceed with documented risk. If the requester confirms (c), record the decision and adopt "Go with Conditions" before continuing to Phase 3.
Review all task estimates provided in or alongside the PRD using the checklist below:
Coverage
Realism
Consistency
Gate check — Estimation Quality: If coverage <80% of requirements or >3 realism flags → return a structured estimation gap report and request revised estimates. If revised estimates cannot be provided, note the deficit in the final risk report and adjust the go/no-go recommendation accordingly.
Produce a structured Technical Risk Report using the following format:
## Technical Risk Report
