Benevolent Governance Demonstration (德政示范)

Methods for rulers to demonstrate virtue and gain popular support, based on Tang's example.

Core Principle

"汤德至矣，及禽兽" (Tang's virtue reached the utmost, extending even to beasts)

The Three-Sided Net Method

The Story

Tang saw a hunter with nets on four sides, praying: "May all creatures from heaven and earth enter my net."

Tang said: "This is too extreme!" and removed three sides.

His new prayer: "欲左，左。欲右，右。不用命，乃入吾网。"

Application to Governance

1. Offer Freedom First

   • Allow people to choose their path
   • Do not trap or coerce
   • Only those who refuse proper order face consequences

2. Demonstrate Mercy

   • Show restraint even when you have power
   • Extend kindness to the weak
   • Let actions speak louder than words

3. Build Reputation

   • Allies will hear of your virtue
   • Support will come voluntarily
   • "诸侯闻之，曰：汤德至矣"

1. Self-Reflection Method

"人视水见形，视民知治不"

• Look at people's condition to judge governance success
• Use public welfare as mirror of leadership

2. Appoint Virtuous Ministers

• Seek those who can complement your weaknesses
• Example: Tang sought 伊尹 multiple times (五反然后肯往)
• Give ministers real authority

3. Post-War Benevolence

• Distribute stored wealth: "散鹿台之财，发钜桥之粟"
• Target: "以振贫弱萌隶" (to help the poor and weak)
• Honor the worthy: "封比干之墓，表商容之闾"
