Overview

A structured decision-making procedure for handling defeated generals who return to camp after losing their forces. Based on Wei Qing's handling of General Su Jian.

Steps

1. Receive the Returning Officer

   • Allow the defeated commander to return and report
   • Do not immediately execute or punish

2. Convene a Council of Advisors

   • Gather legal officers (正), secretaries (长史), and advisors (议郎)
   • Present the case for deliberation

3. Hear Competing Arguments

   • Strict View: Argue for execution to establish authority and deterrence
   • Lenient View: Argue that the officer fought bravely against overwhelming odds and returned out of loyalty

4. Consider Key Factors

   • Circumstances of defeat (outnumbered, fought valiantly)
   • Officer's loyalty (returned rather than defected)
   • Precedent and impact on morale

5. Defer to Higher Authority

   • As a field commander, avoid unilateral execution of high-ranking officers
   • Escort the accused to the sovereign for final judgment
   • This demonstrates respect for hierarchy and avoids overstepping authority

Decision Principle

"不患无威" - A true leader need not worry about lacking authority; executing subordinates to demonstrate power is unnecessary and may undermine trust.

Expected Outcome

The sovereign makes the final decision, preserving chain of command while allowing for mercy or justice as appropriate.
